I first encountered this problem when examining the S/PDIF output of some CD/ROM drives. There was an error in the MMC-2 document that said that the digital output should have adjustable levels. Unfortunately there was an error in the formula so that the maximum level scaled the values on the disc by a factor of 255/256. This is probably what you are seeing with your transport. The error was corrected in later versions, I can't remember if it was MMC-3 or MMC-4.
